1. New Business

   • 6:05 PM: Energy Committee Visit - Energy Committee Presentation on Bylaw Findings/Updates

     General Discussion...
     Haynes Turkle from the Energy Committee presented his findings regarding updates to the solar bylaw and answered questions posed by the board.
     
     - The title of Section 15 needs to be changed to 'Ground Mounted...' from 'Large Scale Ground Mounted...'
     - The footnotes to the Use Table are redundant to items in Section 15. Need to decide which to keep.
     - From the recommendations, the feeling of the board was to not strike the requirement in 15.3.1.12 that a list be assembled of all hazardous materials on the site in excess of household quantities.
     - The sentiment from the group was that it was helpful to leave the size guidelines in the use table for each size of solar development.
     - The Financial Surety section might need some clarification/review. Greg mentioned that it would be good practice to add a clause in this section that the Town of Colrain be listed as a successor to any bond so that the Town could maintain payments on the Bond to keep it active and place a lein on the property in case of abandonment.
