  2. New Business

    • 6:00PM: Road Discontinuation/Turnaround of Cal Coombs Rd. - Make Recommendation for discontinuance of Cal Coombs Rd.

      General Discussion...
      Impact on plowing and ability for emergency vehicles was discussed and determined to be acceptable.
      The change in road frontage was discussed in terms of taxation and potential future lot zoning impact. Because both sides of the road are owned by the same (current) owner, there is no taxation change. There could, hypothetically, be an impact on future subdivision ability for the property due to a change in frontage.
      Gregory asked if there is or will be some surveyed plan for approval in order to allow the town the easement or if it is a more general common understanding. He feels the easement description is rather lacking in precision. There will be a clear description included with the town warrant article and the official easement.

      MOTION, moved by Gregory Olchowski, seconded by Marybeth Chichester: To recommend the select board approve the warrant articles in support of the decommissioning of the portion of Cal Coombs Rd. in question and the establishment of the new turnaround, subject to appropriate advancement standards including a clear description of the changes and boundaries in question.

      Pass: Aye: Marybeth Chichester, Robert Slowinski, Gregory Olchowski, Sara Wik, Loren Feinstein.

      The board was able to review the warrant articles.
      Gregory made mention of his concern that this sets a rather lax precedent for road changes and discontinuance for future road changes in other locations.
      There was some discussion of the degree of detail necessary for the clear description and plan of the easement and road changes.

    • 6:30PM: Map 413, Lot 35.3 - Requested by Assessors - Determine if lot is buildable within zoning requirement- Followup conversation.

      General Discussion...
      The board looked again at the VCLT lot in question. Alice presented some minutes she located from Planning Board meetings in 1994 where there was still an unclear determination. This information was presented mainly to inform the planning board of a potentially incomplete process that has been overlooked on the assessors map.

      The Assessors office will contact the VCLT to obtain any additional information and to inform them of the assessor's determination going forward.

      Gregory mentioned that if there is a trust document that may describe certain property details, that could be a potential source of information.
